Carrion Raptor Pet doesn't work on Goblins

I've tried repeatedly to shut those things up but the Carrion Raptor pet, which came in a supporter pack I only purchased specifically to shut those goblins up, doesn't actually seem to work on the goblins. Or at least not in the rogue harbor. I've repeatedly attempted to target the goblins with the raptor pet's ability to eat other pets and it doesn't seem to do anything, and yes I am trying to use the ability while I have highlighted the only one of the four goblins that's actually targetable.
