Unable to Re-enable Blink (Weapon Set Issue)

I’m experiencing an issue with Blink in Path of Exile 2 and was hoping you could help.

I disabled Blink (the Spirit reservation skill that replaces dodge roll) by right-clicking it, and since then I have not been able to re-enable it. The game shows the message: “Not usable with current Weapon Set settings.”

Blink was previously enabled, I literally right click to disable it and right click again to enable it. It may have been after I swapped my body armour from a conjurer mantle to a vile robe.

My setup:

Two weapon sets: one with a staff and one with a wand
Blink is not socketed in gear (it appears in the Skills panel)
No support gems seem to affect the issue
What I’ve already tried:

Swapping weapon sets (X)
Re-adding the skill to my bar
Removing and re-adding the skill entirely
Removing support gems
Restarting the game
None of these steps resolved the issue, and Blink cannot be activated on either weapon set. I have enough spirit to activate this.

Could you please let me know if this is a known bug or if there’s something I’m missing regarding weapon set or passive interactions?

Blink requires 60 spirit for activation, on your screenshot I see you have only 30.
Conjurer Mantle has implicit (up to) +30 spirit, with it you had required 60 spirit.

putting the conjurer mantle back on didn't help, could it be the gem is bugged? I don't see the used with weapon set for the blink skill but I do for the other gems
