Darkness Enthroned - Shield not working

So i am wearing Alpha talisman which gives me 10-15% block chance and i tried putting on my darkness enthroned belt with 2x Ox Talisman for a total of 34% increased block chance and my block did not go up at all. i also equiped chernobog just to see if it would work with a shield but there the block chance stayed the same.

Doesn't the Ox idol increase the block chance of the item its socketed into?

Like as an example, if I put an Iron rune into the Darkness Enthroned it won't increase my shields armor.

Like isn't the block chance increase from the idol a 'Local' increase?

And as the Darkness Enthroned itself doesn't have block chance the increase does nothing, which would be intended?

If thats the case that belt is even more worthless than anticipated xD you could be very right though thanks.
